Description INNOVIM , LLC, a woman-owned small business with a strong commitment to providing superior work in the fields of science, engineering and technology, is seeking a Program Analyst to participate in a team supporting the development, acquisition, and implementation of a new radiosonde observing system for NOAA’s National Weather Service. The program will provide technical support services for the overarching project management, systems engineering, business and financial planning and reporting associated with this project.

Responsibilitiews include:
• Process and analyze information gathered to assemble a comprehensive and organized representation of the subject matter for use in executing tasks or authoring deliverables.
• Assist in the management of the project schedule and budget.
• Perform tech edits of project materials and acquisition deliverables.

• Assist in the publication of project materials and acquisition deliverables.
• Perform required logistics for regularly scheduled project meetings (invitations, conference room reservations, meeting minutes).
• Organize and manage the project’s shared file repository. • Track status and manage the project’s action item data.

Candidates should have six to eight years experience in program analysis , excellent writing skills using proper English grammar and engineering and acquisition terms of reference. Candidates should also demonstrate:
• Ability to create and edit presentation quality documentation.
• Comprehension for working with technical writing
• Ability to take complete and accurate meeting minutes.
• Proficiency in preparing and formatting documents using Microsoft Office applications.
Requirements • Demonstrable strong written and oral communications skills.
• Broad Technical Project Management Support experience, including the implementation, application and support of analytical tools and services – i.e. knowledgeable in practical aspects of project evaluation, program controls, and project management software.
• Proven experience in the implementation, integration and application of Microsoft Project.
• Demonstrated experience with diverse team members or multidiscipline collaboration.
• Prior major program or project management experience.
• Prior experience in both functional and program roles.
• Demonstrated expertise in Program Assessments, Program Controls, Stakeholder Program Reviews, System Development Life Cycle and Project Communications.
• Excellent communication and client relationship management skills.
• Experience supporting tactical efforts to define and execute goals and objectives, plans, timelines, report, and providing quality deliverables.

Skillset:

• Experience in budgeting and defining resource requirements and allocations for project development and execution.
• Experience working on large, complex projects.
• Excellent writing skills using proper English grammar and engineering and acquisition terms of reference.
• Ability to create and tech edit presentation quality documentation.
• Ability to take complete and accurate meeting minutes.
• Proficiency in preparing and formatting documents using Microsoft Office applications.
