Description OVERVIEW:

• Prime responsibility for the financial administration of a project and overall direction, coordination and performance of engineering, procurement, construction (if applicable), and related activities.
• Acts as the principal contact with the Client. Insures that the proper definition of project requirements are provided to all parties by issuance of a Project Management Plan.
• Maintains overall responsibility to ensure performance meets schedule and cost budgets.
• Responsible for negotiating with the Client all changes to the job in accordance with procedures.
• Makes decisions and recommendations that are recognized as authoritative and have an important impact on extensive engineering activities.
• Initiates and maintains extensive contacts with key engineers and officials of other organizations and companies, requiring skill in persuasion and negotiation of critical issues.
• At this level, individuals will have demonstrated creativity, foresight, and mature engineering judgment in anticipating and solving unprecedented engineering problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guides for diverse engineering activities.
• In a supervisory capacity, is responsible for an important segment of the engineering program of an organization with extensive and diversified engineering requirements.
• The extent of responsibilities generally requires several subordinate organizational segments or teams.
• Recommends and facilitates the personnel and funds required to carry out programs which are directly related with and directed toward fulfillment of overall organization objectives.

MAJOR DUTIES AND RESPONSIBILITIES:

• Strong interpersonal skills and client sensitivity. Strong computer skills for communication. MS Word, MS Excel.
• Knowledgeable and experienced in the use of CPM scheduling and project controls and possesses a high degree of expertise in project management.
• Has a good general knowledge of most engineering disciplines and is highly proficient in the details of at least one engineering discipline.
• Making customers and their needs a primary focus of one's actions; developing and sustaining productive customer relationships while meeting the company's needs.
• Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.

MINIMUM QUALIFICATIONS REQUIRED:

• Minimum of 10 years of Project Management experience with 4 years of experience as licensed Professional Engineer.
• Minimum of 20 years of Project Management experience is required if non-licensed Professional Engineer.
• Minimum of Bachelor Degree. P.E. License preferred. PMP Certification preferred.
• Detail knowledge of Company Policy and Procedures.

SUPERVISORY RESPONSIBILITIES:
Manages through several layers of subordinate supervisors. Allocates and monitors the work of others. Trains and/or provides advice/guidance to lower level positions.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
• Communication Skills - Day-to-day communications with other Burrow Global Engineering associates. Leads meetings and makes formal presentations to others both inside and outside the Corporation. Drafts original letters, and prepares reports. Uses existing form letters and prepared examples, and fills out forms.
• Creativity/Innovation - Handles a variety of unrelated problems or situations requiring versatility and imagination, and resulting in important decisions controlling the operation and planning of a major activity, project or group.
• Teamwork Skills - Ultimate responsibility for team building and team development. Also responsible for extensive ongoing coordination, communication and/or team problem solving between projects or functional areas for work production or service quality.
• Project Team - Manages projects. Average duration of the projects is six months to one year. Typically works on one project at one time, but may work on more than one at a time.
• Work Planning - Defines the broad work plans based on existing strategy and goals of the project/company. Develops strategy and business goals for projects.
• Problem Solving - Problems are not easily identified and require more detailed analysis and use of available resources to determine best solution. Greater latitude and discretion is warranted in making decisions which affect principal areas of the business as well as major customers.
• Customer/Vendor Contact - Custom/vendor contact involves detailed discussions with customer/vendors to persuade, negotiate and support the services provided by the company.
• Knowledge/Skills - Requires advance knowledge of a particular field of specialization to the completion of projects of major complexity. Must have achieved recognition as a technical expert in a specialized field or discipline. Plans and directs research and/or development work on complex projects necessitating the origination and application of new and unique approaches. May represent the organization in outside discussions and/or technical forums.

The associate must occasionally climb stairs and ladders, some to a height of over 100 feet; and work outdoors for extended periods for field work. If a CAD Operator, the associate must occasionally sit at a computer for up to 10 hours a day.
The associate must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually quiet, but the associate is occasionally exposed to very loud noise.
