Summary:  

The primary purpose of this position is to (1) develop and maintain policies, procedures, and databases that ensure high quality data management for ACS quality program registries; (2) manage and guide work done by the CQI IT team; (3) develop and implement measures for quality control, data validation, and scrubbing for internal data analysis and reporting capabilities for quality programs in conjunction with ACS IT and ACS registry vendor(s); (4) develop strategies for system monitoring, maximizing database performance and capacity, data storage, processing, and reporting; (5) provide software development services for high profile deliverables; (6) serve as a technical liaison and work with in-house program management, clinical, and statistical teams to meet IT infrastructure needs; (7) research and development of new tools for sites and program staff.

This exempt level position will report to the Senior Manager, Program and Registry Operations in the Division of Research and Optimal Patient Care.

Primary Responsibilities:

  • Manage CQI IT staff composed of developers, support, data managers, and, where applicable, external consultants.Serve as technical expert and prioritize workload/tasks/projects of staff while actively supporting CQI goals.Enforce project management, CQI tools, and documentation initiatives of team.
  • Provide technical expertise and guidance to internal registry operations teams and program staff.This includes analysis of system requirements, specifications, and deliverables of applications to support the data collection, analysis, and reporting processes of clinical registries.Identify system environments, interfaces with other systems, inputs and outputs, and quality controls needed for those systems.
  • Oversee the design of and participate in the development of registry software tools, intranet applications, and registry reports for participating sites, internal teams, and regulatory agencies.Develop design specifications for new and existing applications focused on security and requirements for data management and processing, data reporting, workflow, logical processes, hardware and operating system environments, and interfaces with other systems.
  • Supervise data management, processing, validation, and exporting/importing of data with vendor(s) and internally for the processing of reports and special data sets.Plan and help implement the security, technical aspects, creation and implementation of procedures for data collection, distribution, analysis, sharing, and reporting.
  • Develop, implement, and support various high-profile software applications related to data collection, report generation, and other quality program needs for internal and external clients.Gather system requirements and ensure applications are being built using the proper technologies and to client specifications.
  • Secure database administration and setup, configuration, and management of various servers and networked systems in conjunction with ACS IT.Help resolve technical issues involving these systems.
  • Other duties as assigned.
Requirements
  • Bachelor’s degree in Computer Science or similar field from an accredited college or university required.
  • Minimum of 4 years of Information Technology and 1+ years of management experience required.
  • Experience creating conceptual and logical architectures for solutions, completing the technical design schedule, estimating the complexity and duration of technical tasks, and preparing risk assessment for program management.
  • Technical skills and experience in the following:
  • Oracle 12g database administration and management
  • SQL *plus, SQL, and PL/SQL programming and development
  • Experience in Oracle performance tuning, SQL tuning
  • Java
  • JavaScript, JavaScript Frameworks (Angular, Node JS, React)
  • Tech Architecture
  • Tomcat and Windows server administration
  • Front end frameworks and development
  • Dependency Management, Version Control, CI/CD
  • Strong staff management skills and a proven commitment to teamwork and quality.
  • Excellent communication skills (verbal and written), including the ability to convey technical principles to colleagues with varying functional specialties and backgrounds.
  • Attention to detail and strong organizational skills.
  • Ability to plan and prioritize workload and meet deadlines.
  • Display high level of energy and thrive in a fast-paced environment.
  • Self-motivated and able to work independently and as a member of a team.
  • Ability to establish strong working relationships with all division teams and management.

Supervisory Responsibilities:  This position is responsible for establishing broad assignments for a subunit in the department and identifying staff to coordinate the work. This position is required to complete a formal annual evaluation of the work performed by others. 

Physical/Work Environment: Fast paced with significant people interaction. No lifting over 20 pounds, minimal reaching bending and stooping. Normal office environment with long hours in front of the computer.

Other Necessary Requirements: Evening or weekend duties may be required.  Minimal travel for activities such as out of town meetings is required.
